The library is located at 415 N. Church Street (the corner of North Church St. and West Lafayette St.) in a residential area of the Borough of West Chester. Parking options near the library are:
NORTH CHURCH ST (two way):
Library side (East) – Parking is unrestricted other than no parking Monday 8 – 11 am. A Handicapped Parking spot is immediately in front of the library.
Side opposite the library (West) – Parking is unrestricted other than no parking Tuesday 8 – 11 am. A Loading Zone spot directly across from the library can be used for quick visits to the library to pick up books on hold, etc.
WEST LAFAYETTE ST (one way):
Library side (South) – No parking
Side opposite the library (North)- Parking is available for any two-hour period Monday – Friday, 8am – 5pm (other than no parking Monday 8 – 11 am), and all day on the weekends.
WEST BIDDLE ST (one block south of W. Lafayette St., one way):
Both sides of the street - Parking is restricted to those with a residential permit 8 am – 5pm but is unrestricted after 5 pm.
WEST MARSHALL ST (one block north of Lafayette St, two way):
North side of the street - Parking is unrestricted.
South side of the street - No parking.
NORTH HIGH ST (one block east of Church St., two ways):
West side of the street only (adjacent to the block on which the library is situated) – no restrictions.

meet the team
Victoria Dow has served as Director of the West Chester Public Library since 1993; prior to that she was Assistant Director at Tredyffrin Public Library. Before she came to Chester County, she worked as Reference Librarian in the libraries at Lehigh University. She has her undergraduate degree in French and English Literature from Allentown College of St. Francis de Sales (now DeSales University), her Master of Library Science from the University of Pittsburgh, and a Master of Arts in Medieval English Literature from Lehigh University. Ms Dow participated in a job exchange with a counterpart in France during her time at Lehigh University.
Youth Services Librarian
Clara Kelly has served as the Youth Services Librarian at the West Chester Public Library since 2018, but has been working at the library since 2013. She was promoted to Youth Services Librarian from her previous position as the Teen Program Coordinator. She has a BA in English from West Chester University and an MLS from Clarion University. She enjoys young adult fiction, audiobooks, and a good murder mystery.
Assistant Director & Adult Services Librarian
Hannah Plattner has served as the Assistant Director and Adult Services Librarian at the West Chester Public Library since 2018, but has been working at the library since 2016. Before working at the West Chester Public Library she worked at the Chester County Library for seven years as a circulation assistant and served on the XYZ Committee which focused on programing for ages 18-40. She enjoys audiobooks, fantasy books, and true crime podcasts.
Teen Program Coordinator
Shannon Montgomery has served as our Teen Program Coordinator since 2019. Before that she worked as a library assistant at The Johns Hopkins School of Advanced International Studies in DC for 6 years. She received a BA in History from The Pennsylvania State University where she interned in the Special Collections and Labor Archives Library. She is currently enrolled in the Masters of Library Science program at Clarion University. Shannon enjoys reading young adult fiction, sci-fi and fantasy novels, photography, and going on hikes with her dog.
